PURPOSE: The Cassava Value Chain Manager will provide day to day project management oversight for the cassava value chain and technical leadership to the Cassava Enterprise Development Officer and STTAs engaged to support program activities. Support will include strategy development, activity design and implementation.
RESPONSIBILITIES: 1. Provide leadership and oversight in the planning and implementation of USAID FED’s Component 1 tasks for the Cassava value chain including but not limited to: • Development of activities, work plans and budgets based on overall strategy for USAID FEDs value chain approach • Identification of innovative, improved technologies and farming systems for cassava production • Capacity building of farmers, USAID FED extension staff, MOA and local NGOs staff through requisite training and technology transfer interventions • Coordinate the timely delivery of quality programmatic activities in collaboration with the Cassava Enterprise Development Officer, County Managers and Extension staff • Monitor and coordinate field production activities, adaptive research initiatives, and reporting requirements for cassava value chain • Manage the procurement requirements and procedures of the cassava value chain in collaboration with MDF unit • Establish linkages and networks with relevant stakeholders and institutions involved in the development of cassava sub sector in Liberia 2. Work with Components 2 and 3 of USAID FED to ensure that enterprises necessary for sustainable access to inputs, markets and relevant business services are established to support cassava value chain development 3. Work with Component 3 and provide inputs towards the development of technical human resources to support the growth of the Cassava value chain 4. Provide technical supervision and guidance to USAID FED’s Extension Officers working on cassava value chain at the county level in coordination with the County Manager 5. Perform other tasks assigned by the Agribusiness Specialist/Component 1 lead or the COP REQUIREMENTS: • Master’s degree in Agriculture, Agribusiness or relevant field and 4 years of related experience and training in commercial agriculture/agribusiness • BS Degree in Agribusiness/Agriculture or relevant field and 7 years of experience and training in agriculture/agribusiness or relevant field • Experience in USAID funded projects (in agriculture) desirable • Demonstrated understanding of cassava value chain development and context in Liberia/west Africa region is necessary • Proven track record in designing and implementing innovative and results oriented agriculture programs/projects in developing countries desirable • Prior working experience in developing countries (especially Liberia) preferred • Experience working with the private sector is desirable SUPERVISORY RESPONSIBILITIES: The Cassava Value Chain Manager will directly supervise the Cassava Value Chain Development Officer REPORTING: The Cassava Value Chain Manager will report to the Component One Lead/Agribusiness Specialist or any COP designee. BACKGROUND: The Food and Enterprise Development (FED) program for Liberia is a USAID - funded project that aims to increase agricultural productivity and profitability through targeted support in the rice, cassava, vegetable and goat value chains. In addition, the program aims at improving human nutrition and strengthening food security. USAID FED interventions are focused on 4 core counties of Grand Bassa, Bong, Nimba and Lofa as well as 2 secondary counties of Margibi and Montserrado. By using value chain approaches, USAID FED works with other diverse public, private and development partners to ensure inclusiveness of the above interventions and with a particular focus on impacting the beneficial participation of women and youth. The USAID FED project is implemented across the following component objectives: • Component 1: Increase agricultural productivity and profitability and improve human nutrition; • Component 2: Stimulate private enterprise growth and investment; and • Component 3: Build local technical and managerial human resources to sustain and expand accomplishments achieved under objectives one and two.
