The Carter Center invites all qualified candidates to apply for position Chief of Party on the Access to Justice Project in Liberia. The Carter Center is guided by a fundamental commitment to human rights and the alleviation of human suffering; it seeks to prevent and resolve conflicts, enhance freedom and democracy, and improve health. The Chief of Party will be primarily responsible for in-country leadership on a funded three year Sida funded project to strengthen citizen’s access to justice in Liberia, conducted in partnership with the Government of Liberia. The COP will report to the Associate Director, Conflict Resolution Program (AD).
The COP, with guidance and support from the AD and Atlanta HQ staff, manages the in-country Access to Justice Project, including: • Responsible for planning, budgeting and financial management, office management, and establishing and managing internal and external relationships with government, donors, partners, NGOs and UN agencies. • Responsible for implementing applicable Carter Center policies and procedures, including donor regulations, and for implementing, monitoring, evaluating and donor reporting. • Responsible to oversee capacity building for local partners and supervises in-country Access to Justice staff including development of work plans for staff and consultants and conducting periodic performance evaluations. • Responsible to ensure the overall safety of project staff including supervising the Security Officer and emergency liaison with Carter Center HQ staff to coordinate International SOS, Inc. assistance. • The COP will liaise with the Carter Center’s Access to Information and Mental Health Programs to assure coordinated fundraising and information sharing. The COP is the focal point for coordinating administrative matters specific to the overall Carter Center presence in Liberia.
