OVERALL PURPOSE The HR Consultant is responsible for providing up to date Human Resources Management System and support to ActionAid staff and partners, as well as to ensure that the HR systems are in compliance with ActionAid Liberia policies as well as AAI standards. This position ensures smooth operation of the entire Human Resources Management System (including Performance Management, Recruitment Processes , and related HR practices ) and coordinates annual appraisal, development of HR policies and manuals , Develop and design capacity development plans, identify capacity gaps and explore opportunities to address training needs along with administrative support. These goals are to be accomplished through knowledge, skill, planning, detective work (in regard to procurement and vendors selection). The Consultant also advises the SMT through the Country Director on key concerns and needs for the Country Program to ensure an effective and functional HR system that aligns with AAI acceptable standards. HUMAN RESOUCES MANAGEMENT  Develop, implement and interpret Human Resource policies, procedures and systems and ensure consistency and harmony with the Global HR/OD framework, other organisational level policies and national labour legislation  Develop and implement human resource plans that are aligned to country strategy, plans and priorities.  Facilitate recruitment, selection, induction and orientation processes within the Country Program ActionAid Liberia Tubman Blvd., Oldest CongoTown Monrovia, LIBERIA  Develop and implement performance management systems for all staff in the Country Program including facilitating feedback and development planning processes  Develop and implement remuneration policies and procedures and carry out regular reviews to ensure external competitiveness and internal equity  Work with the CD, teams, functions and program managers in development and implementation of human resource strategies and plans.  Develop and implement employee welfare and wellness services including medical schemes, insurance, security, work life balance.  Develop and implement Human resource information systems, records and reports including frequent and periodic availability and accuracy of information thereof.  Lead, along with the Women’s Rights focal person (s), the AP’s or International initiatives in developing and improving gender equality within HR/OD systems.  Be the focal point and take the lead within the Country Program for implementation of global and regional HR initiatives. Organizational Development:  Ensure AAIL’ mission, vision, values, principles and culture are continually promoted and discussed throughout the region.  Facilitate design and implementation of effective regional and country organisational structures, which support agreed AAIL’s decision making, authority and accountability approaches.  Support the Secretary of the Board of Trustees (CD) to coordinate and manage board requests and assignments to ensure sustainability of the health of the Country Program by working closely with the relevant Board Committee.  Carry out continuous assessment of Leadership, Organisational and staff capacity and commitment to AAIL’s Vision, Mission, Values , Country Strategy Paper and provide feedback to leadership, employees and stakeholders  Initiate, catalyse and/or facilitate Change and transformation processes within the broader affiliate program and constituent parts such as themes, functions, programs and the Development Areas/Initiatives.  Develop and implement programs for full employee engagement and participation in implementing country strategies, plans and priorities.  Participate in and/or facilitate the development and integration of Country, thematic, functional and program structures, operating frameworks/Ways of Working, strategies, plans, systems and plans.  Continuously asses organisational, inter-organisational and intra organisational linkages to and develop and facilitate change initiatives required to ensure harmony and operational efficiency  Participate in and/or facilitate Partner organisational and capacity assessment and development  Participate in the ALPS processes as they relate to the country program e.g. PRRPs, peer reviews, country appraisals  Develop and Implement programs to enhance ability of the Country Program, all its constituent parts and partners ability to implement AAIL’s Vision/mission, Country Strategy Paper and annual planning  Develop, Promote, Facilitate and sustain an organisational culture and climate that promote AAIL’s values, behaviour and attitudes, ALPS principles within the Country Program, all its constituent parts and partners.  Facilitate the process of resolution of individual and team conflicts, develop and implement systems for neutral handling of grievances interventions to ensure organisational harmony  Be the focal person and take lead in implementing global and regional OD initiatives in the Country Program Technical support Administration  Develop and implement administrative policies and procedures necessary to ensure value for money in procurement of and utilisation office services and good  Develop and implement office procedures systems and practices that promote organisation efficiency and care  Supervise and coordinate the proper functioning of the facility management units. Budget and Resources Required The total consultancy fees will be according to the consultant budget proposal and as agreed between ActionAid and the consultant and is liable to government tax (es). The payment will be made in accordance to AAL financial procedures and guidelines. Mode of Payment All payments will be made through bank account in the name of the Consultant/Consultancy Firm Duration of the Consultancy The Consultancy is expected to take a period of four (4) months include reporting from March 1 – June 30, 2016 Other  Participate in international and Regional HR/OD meetings/training.  Participate in the international and Regional teams and projects Internal Relationships: Board of trustees/ General Assembly; relevant international secretariat structures; Country Director, Senior Management Team, Project Team Leaders, & AAIL team. External Relationships: CSOs, Partners & other stakeholders.
Person Specifications Attributes/Skills Essential Desirable Education/ Qualifications  Bachelor and Master degree in social sciences or arts/humanities  Membership of relevant professional Institute  Specialisation in Human Resources Management. Experience  At least 10 years cognate working experience.  At least 5 years HR/OD experience at senior management position, in a large organisation with experience in Human Resource planning, recruitment, design and implementation of progressive HR strategies, systems, procedures and practices.  Good knowledge of National Labour laws and Employee Relations Systems  Experience in working with International development agencies in a similar position.  Understanding of gender issues in development and demonstrable commitment to promoting gender equity within the organisation.  Proven experience in leading, supporting and motivating staff and teams. ActionAid Liberia (AAL) is an ActionAid International country program and a registered international nongovernmental organization (NGO). AAL began operation in Liberia since 1997, beginning as a cross border Development Initiative by ActionAid Sierra Leone in response to the humanitarian crisis resulting from the Liberian civil war. AAL is one of the few NGOs in Liberia that works holistically from a women’s rights perspective and challenges patriarchal systems and structures. Working on three main strategic objectives, ActionAid is working with other civil society organizations and the Government of Liberia to end poverty in Liberia.
