Position The Deputy Chief of Party’s responsibility will be to provide support, leadership and technical expertise to the overall management of the Liberia Strategic Analysis (LSA) activity. In addition to providing key support to the Chief of Party on all management areas under his/her direct supervision, the successful candidate will serve as the senior M&E Advisor to the LSA period. A strong background in monitoring, evaluability assessments, analysis, and implementation of performance evaluations of development assistance programs and experience in the application of statistical methods is desirable. In addition, the selected individual will have substantial evaluation (both performance and impact evaluation) design expertise, and experience in performance monitoring and evaluation in complex environments. He/she should have superior analytical and writing capacities for producing and editing reports. Specifically, the Deputy Chief of Party will: 1. Serve as the lead senior Monitoring and Evaluation (M&E) advisor to LSA; 2. Provide support to the COP to ensure that the activity meets all its performance and reporting requirements; 3. Have proven skills in working with both quantitative and qualitative methodologies and analysis; 4. Provide technical quality control over M&E related services, including reviewing proposed evaluation methodologies, implementing agency monitoring and reporting systems, and overseeing surveys; 5. Provide leadership and guidance on the overall monitoring and evaluation effort, and in conjunction with the CLA/KM Advisor, help make the Mission’s IPs learning and adaptive partners for all USAID’s assistance efforts in Liberia; 6. Work with COP and CLA/KMA, ensuring that monitoring and evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in country.
Qualifications: • Minimum of eight years professional work experience managing complex donor-funded international development capacity building or training activities with significant expertise in monitoring, evaluation, and/or project design and analytical work as well as the related reporting to an international donor. • Master’s degree or Doctorate in a field relevant to development assistance, international affairs, political science, sociology, economics, business, public administration, organizational development, communications, or a closely related field. • Substantial evaluation (both performance and impact evaluation) design expertise. • Proven skills in both quantitative and qualitative methodologies and analysis. • Experience in performance monitoring and evaluation in complex environments. • Computer literate and possess superior oral and written communication skills. • Must reside in country for the duration of the contract, with authority to act in the absence of the COP. • Fluency in English (Level 4). • Background in monitoring, evaluability assessments, analysis, and implementation of performance evaluations of development assistance programs and experience in the application of statistical methods is desirable. • Experience working with previous U.S. government programs would be preferred. • Liberian national. SI recently won a five-year USAID-funded Liberia Strategic Analysis Activity with the goal to provide an innovative degree of analytical and advisory services to USAID/Liberia’s Office of Program and Project Development (PPD) and Development Objective (DO) teams in support of the Mission’s project design, performance monitoring and evaluation, and operational learning and adapting. The project has established a support unit in Monrovia and will have a satellite office in Gbarnga to assist the USAID Mission in strengthening its management of key aspects of the programming cycle, specifically strategic planning; project design; performance monitoring and evaluation; and institutionalized learning and adaptation.
