IBIS is looking for a qualified Governance Programme Officer to provide support the new Governance Thematic Programme which forms part of IBIS’ activities in Liberia. IBIS’ Strategic Approach to Governance is to ensure that: Civil society organizations can advocate for and influence democratic processes and resource distribution at local and national level for a more inclusive, equitable and transparent governance for all people in Liberia. Activities will be focused on working to:  Increase civil society awareness and participation in decision-making and revenue allocation for sustainable use and equitable benefits of natural resources at local and national level.  Improve accountability and transparency of development policies and distribution through advocating for and tracking of budgets and resources from national to local level.  Increase the active participation and influence of women and youth in decision-making and advocacy processes for equal rights at local and national level.
The main functions and reporting duties of the Programme officer are:  Identify, track and analyse policies and laws relevant to the governance programme, while drawing correlation on relevance to partner and IBIS implementation of activities.  Take a lead to organise an advocacy strategy/plan for the governance programme, and work together with relevant IBIS staff in the implementation of such  Assist in the strategic program development by contributing to the successful implementation of program objectives. This includes development of systems for planning, management and review of operations.  Support capacity development interventions for partners in strengthening their thematic and organizational competencies as well as advocacy skills in accordance to the partnership development plans.  Contribute to exploring and developing institutional fundraising possibilities for the program.  Provide technical guidance to monitor the program’s progress and to ensure that the goals and objectives are met, in an approach that gives focus to quality partnerships and addresses the needs of the program target group.  Ensure that strategic learning is documented, that lessons learned are taken into account in the development of future program strategies and that key advocacy messages are identified and advocated for – at local and national level with the duty bearers and other governance actors.  Represent IBIS in various forums and interact with relevant stakeholders.  The Programme officer may be required to assume other duties and responsibilities The Candidate 1. A university degree in international policy, social science, international development studies or other relevant degree or equivalent experience. 2. At least 3 years of progressively professional and practical experience in the field within the international development. 3. Have practical experience in policy analysis advocacy strategies/campaigns 4. Have practical experience in supporting governance related projects 5. Have practical experience in development, relief or humanitarian project implementation 6. Demonstrated high level of conceptual and analytical thinking skills and excellent strategic programme development skills in areas of governance. 7. Ability to maintain expected performance in diverse contexts, potentially challenging environments and physical hardship conditions with limited resources. 8. Excellent interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences. 9. Excellent skills in written and spoken English and the capacity to communicate often complex and sensitive issues to a wide audience. 10.
