Programme Coordinator - Economic Development (National Position, 2 year initial contract with room for extension) An exciting opportunity to work with Oxfam GB’s team to overcome poverty and suffering in Liberia. We are seeking to recruit a dynamic and highly experienced Programme Coordinator to lead our Economic Development programme
Requirements: 
Key Responsibilities of this role: Delivery and implementation • Leadership of Liberia Economic Development programme management at all levels (strategic, technical and operational) ensuring that the programme is driven by primary stakeholder needs and interests. • Performance management of Economic Development project staff. • Responsible for the budget management of Economic Development Programme • Ensure delivery of programme reports, project reports and donor reports to quality standards and deadlines • Undertake / commission research or analysis to underpin programming and advocacy on Economic Development and agricultural related issues. • Build and manage relationships and partnerships with relevant ministries, producer organizations, NGOs, research institutions, businesses and other key stakeholders in Agriculture and Economic Development sector in Liberia and in West Africa. • Ensure that the Oxfam programme management systems are maintained accurately and up to date. • Pro-actively share information among programme and support teams and ensure that team members are coordinating effectively. • Ensure adherence to Oxfam quality standards and integration of best practice in Economic Development programme via maintaining close liaison with Oxfam regional and global technical advisers, finance and other support staff. • Provide and facilitate technical support, training and information to programme staff and partners to enable them to effectively use Oxfam resources as well as best practices in participatory programme planning, budgeting, delivery, monitoring, evaluation, impact assessment and learning. • Implement Oxfam’s gender diversity, advocacy and equal opportunities policies throughout programming. Manage Oxfam GB’s risk • Ensure that budgets are drawn up for all activities, and that costs are kept within budgets, providing a monthly financial summary and quarterly analysis of trends. • Recommend and approve Oxfam grants within strategic priorities within the approval limits of the programme coordinator. Communicating Oxfam’s work and contributing to the regional programme • Representation in coordination meetings and some external relationships. • Represent Oxfam in meetings with external donors and other key external stakeholders. • Regular communication with counterparts and government organizations. • Identify and conduct impact assessment initiatives and ensure effective communications about programme impact with stakeholders within and outside Oxfam. • Share information within region and to other OI members related to Economic Development/ agriculture programme and advocacy issues in Liberia • Contribute to development of Economic Development and agriculture development strategy for Liberia. Reporting • Write quality programme reports: monthly, quarterly and annually for Oxfam and its donors and ensure that these meet stipulated deadlines. • Support in ensuring that quality financial reporting on restricted funding is done according to donor guidelines and timelines. Key skills and competencies • Qualification in economics, agricultural economics or other development sector related to rural Economic Development, or equivalent experience • Excellent analytical, conceptual and strategic planning skills. • Solid experience in development and management of agriculture, related Economic Development programmes including programme plans and budgets. • Direct experience of working with farmer organizations, NOGs and private sector in Liberia and strong awareness of their strengths, weaknesses and organizational culture • Proven success in operational management of complex projects with a clear focus on results • Proven decision making and people management capability. • Demonstrated ability in budget development and monitoring and in management of financial resources efficiently. • Demonstrated capacity in integrating gender equity and diversity concerns in programming, advocacy, monitoring and evaluation and staff management • Experience in developing programme M&E systems, in promoting ongoing learning and in matching learning and outcome/ impact assessment to strategy and decision making • Excellent communication, capacity and proactive approach to building relationships with key external/internal contacts. • Ability to present complex information in a succinct, precise and digestible form • Experience and demonstrated success in fundraising and managing donor relations. • Ability to rapidly analyze situations, identify problems, risks, opportunities and trends, and to take realistic and balanced decisions accordingly, consulting appropriately • Capacity to work sensitively and in a participatory manner with diverse actors. • Competent to work with significant levels of autonomy and authority. • Ability to manage complex workload and meet deadlines. • Capacity to provide specialist advice within and also outside the organization. • Commitment to development and humanitarian issues and Oxfam's values.
