External relationships: AAI countries working on BLF projects, local government authorities, Ministry of Gender and Development, Ministry of Internal Affairs, Partners and other stakeholders The Project Coordinator will be responsible for day-to-day implementation of activities and reporting to AAL and ensure smooth implementation of the UK’s Big Lottery funded project ‘Access to justice for women in Liberia’. The Project Coordinator (PC) will be responsible for the overall compliance, project management and financial management including strategic planning and budgeting, implementation and monitoring, building partnership relations with stakeholders and related work. This role will support the Project Officers in planning and reviewing activity implementation at community level and in building on existing community relationships. The role will also guide and support the Project Officers in planning and implementing advocacy activities at both community and national level. The Project Coordinator will mentor the two Project Officers in participatory methodologies such as STAR, and will support report writing, advocacy work, identifying community policy level gaps and bridging it to national level. S/he will be responsible for building rapport with partners, donor, and relevant government line ministries and agencies. The PC will be available to perform other tasks and duties as assigned by the Local Rights Programme Manager, Women & Girls’ Rights Program Manager and Head of Program & Policy. Requirements: 
Roles and Responsibilities  Overall Project Coordination o Develop national project plan and ensure project is delivered according to plan in accordance with Big Lottery Fund (BLF) contract mandates. o Represent and promote the protection of the Rights of Women, Girls, and other key population nationally o Work with Women Rights Program Manager, HoPP, and Programme Management Team to ensure high priority is given to delivering on the project o Manage and resolve obstacles to delivery through linking the project and partners to appropriate support outside of the project (theme; impact assessment etc.) o Develop and run project inception training for national partners (following international inception training) o Initiate and manage national RACI matrix for project o Ensure that the project is properly monitored and evaluated, bringing in support appropriately from other national teams, and internationally o Produce timely reports (narrative & financial) according to donor and AAL’s requirements o Provide financial management oversight of the project including working with the Project Accountant and AAL’s finance department. o Strengthen capacity building of project partners organization (LIWEN and NATPAH) and ensure that the project quality is met o Identify human resource requirements for the project o Lead the national policy components of the project and provide support to project partners to implement advocacy activities. o In collaboration with the Program Quality Coordinator and Monitoring and Evaluation project staff, strengthen the project M&E systems for quality performance o Participate in relevant networks to build alliances that promote ActionAid’s advocacy objective o Work to deliver and monitor the project in line with the donor contract as advised by the donor coordinator o Integrate donor monitoring requirements into all planning and monitoring & evaluation processes.  Project monitoring and evaluation o In collaboration with the Monitoring and Evaluation Officer, ensure that the project is properly monitored and evaluated, bringing in support appropriately from other national teams, and internationally. o Set up programme quality standards and systems to support delivery. o Work with AAL’s Programme Quality Coordinator to set up monitoring systems in line with AAL systems to develop appropriate benchmarks and to measure project indicators o Develop accurate plans and budgets in suitable formats, up to date, and according to BLF’s requirements o Produce timely reports (narrative & financial) according to BLF’s and AAL’s requirements and incorporate any changes as deemed necessary o Document and resolve any issues with quality of the reports o Provide management analysis of the progress and financial reports to the Programme Accountability Team (PAT), Finance Manager (internal audit function) and Senior Management Team (SMT)  Financial Management o Provide financial management oversight of the project, including working with the Finance department to achieve financial objectives. o Ensure the project expenditure is in line with the budget and any under-spends or overspends are raised with national PAT/SMT o Promote zero tolerance for corruption and misappropriation of all project related and AA Liberia resources  HR related o Mentor partners’ Project Officers in participatory methodologies such as STAR, REFELECT, etc. o Identify human resource requirements for the project o Recruit and manage staff directly working on the project  Policy, advocacy and campaigning o Lead the national policy components of the project and champion with support from the project officers o Attend consultative meetings, as necessary, with relevant coalitions / networks / platforms o Participate in relevant networks to build alliances and solidarity within the context of AA Liberia Country Strategy Paper and HRBA o Provide support to the project officers on advocacy work and identifying community policy level gaps.  Donor related o Work to deliver and monitor the project in line with the donor contract as advised by the donor o Integrate donor monitoring requirements into all planning and monitoring & evaluation processes o In consultation with the Women Rights Program Manager and HoPP, initiate/maintain good communication with donor offices in-country, and seek opportunities to further influence around the project’s objective  General Support o Read partners’ reports and advice appropriately. o Organize and maintain a proper filing and documentation system for programme activities. o Keep updated community files reflecting the work done in the field. o Assist communities and partner organizations in setting adequate and relevant documentation systems. o Develop knowledge management system to support partners’ involvement and reporting for the project; and also to support future audit activities to be carried out by the BLF.  Coordination and Representation o Attend relevant interagency, sector coordination, and other meetings, with key support from the Women Rights Advisor and Women Rights Program Manager o Coordinate with other departments to ensure maximum communication and coordination between other departments and the Programme Department for efficient and effective country program operations. Required Skills and Experience:  A graduate degree in social science, economic and other related field.  Minimum of seven years previous work-related experience with at least three years’ experience managing related programs  Minimum of five years progressive experience on women’s rights, HTP, sustainable agriculture practices, livelihood and economic development, participatory and field development programming.  Must possess strong writing and analytical skills and effective leadership, management and interpersonal skills.  Must posses participatory development skills.  Excellent English is mandatory.  An understanding of local knowledge and culture will be an asset.  Must possess analytical skills in public policy and laws relevant to the project and have quality understanding of social mobilization and community empowerment principles.  Proficiency in the use of standard computer software, especially Microsoft office packages.  Strong writing and communications skills in particular understanding and use of social media platforms, media engagement and developing communications strategies/plans.
