OBJECTIVE: The Sr. Engineer will oversee the preparation of all project designs, specifications and bid packages; the execution of bid, subcontracting and MDF processes; and field oversight (construction management and QA/QC) of the full range of FED infrastructure activities. He/she will also provide management support for design or construction related issues that may develop, including cost overruns and delays. He/she will work closely with the selected A&E firms who will provide all drawings, BOQ, etc.
Tasks: Tasks include, but are not limited to, the following: • Research and advise the FED DCOP/Technical on project compliance with all applicable local regulations, permitting, compliance, environmental, legal, and other statutory or regulatory requirements; • Provide independent design review for small and medium risk infrastructure activities, including designs, drawings, cost estimates and design construction schedules; • Ensure that quality standards are developed and established and that quality assurance/quality control is conducted and documented; • Conduct bidders conferences, pre-construction meetings, and construction progress meetings, as necessary; • File and maintain construction documentation and assure that materials, construction, labor, tools, and equipment used by the construction subcontractor are in conformance with technical specifications; • Assist project finance and accountants to verify construction completion and quality for interim and final payments; • Manage and oversee construction oversight, including substantial and final completion, completion of punch list items, the defects and liability period and final hand-over; • Provide or oversee operation and maintenance training and manuals for the beneficiary/infrastructure owner as needed; • Provide technical consultation to MDF Unit during tendering process for vertical structures and civil works projects; • Interview potential engineering consultants and develop pertinent SOWs: • Monitor all on-going construction on all project sites; • Supervise core infrastructure teams, including subcontractors, consultants, design firm etc. to ensure quality and timeliness of deliverables; and • Ensure compliance with USAID regulations and procedures. Minimum qualifications for this position: • Degree in Architecture / Civil or Environmental Engineering; • Four to seven years of progressively responsible work experience in designing, implementing, and managing infrastructure programs; • Previous experience working on complex, multi-county small-scale projects in Liberia; • Experience in quantity surveying preferred; • Professional working knowledge of and ability to use AutoCAD; • Knowledge of and demonstrated ability to comply with USACE standards for community infrastructure projects; • Ability and willingness to travel as needed to remote locations in Liberia; and • Exceptional interpersonal and communications skills in English are required.
