IBIS is looking for Senior Governance M&E Officer to provide support and technical skills to the new Governance Thematic Programme and related projects. IBIS is a dynamic International Non-governmental Organisation and the position of Senior Governance M&E Officer is considered an integral part of Governance team. The position will report to the M&E Coordinator and will be supervised on a daily basis by the Governance Programme Coordinator. The main functions and reporting duties of the Governance M&E Officer are:  Provide technical guidance to monitor the program’s progress and to ensure that the goals and objectives are met, in an approach that gives focus to quality partnerships and addresses the needs of the program target group.  Lead the process to review, improve and develop the M&E framework for the Governance Programme, as well as current and new projects under the Programme.  Support the M&E Coordinator in the development of an overall M&E framework for IBIS Liberia programme.  Develop performance reports for the Governance Programme and projects, coordinating with partners and team members to obtain required data and information. Ensure that the information necessary for regular M&E of project activities is collected and analyzed and in accordance with donor needs.  Develop guidelines, tools and templates to monitor progress against outcome and output indicators and develop and maintain a database for the Governance Programme with progress data against each indicator.  Support the development of beneficiary and partner questionnaires and other programme tools to track the provision of quality training and outreach by the IBIS Governance Programme and partners.  Develop a system to monitor progress against Partner Development Plans, with partner assessments as the baseline, and support the development of improved tools to assess and track partner capacity gaps.  Guide and mentor partners on IBIS and donor reporting requirements and work with the Programme Partnership Facilitators to support partners in developing quality narrative reports.  Support the Governance Programme team to review partner financial reports from an M&E perspective.  Support the development of the annual Organizational Performance system (OPS) report for the Governance Programme.  Lead and guide monitoring visits to IBIS Governance Programme and partner field activities, ensuring due follow up with partners and IBIS management.  Lead capacity development on M&E for Governance Programme partners and team members in M&E tools, data collection and analysis, including through the provision of trainings  Support the M&E Coordinator to carry out training of IBIS staff and partners beyond the Governance Programme.  Provide advice to Programme and senior management on proposed revisions to Programme implementation strategies based on monitoring and evaluation results.  Support baselining activities of the IBIS Governance Programme and partners and provide guidance to collect relevant and quality data as part of such.  Ensure that strategic learning is documented, that lessons learned are taken into account in the development of future program strategies and that key advocacy messages are identified and advocated for – at local and national level with the duty bearers and other governance actors.  The Senior M&E Officer may be required to assume other duties and responsibilities
The Candidate  A university degree in international policy, social science, international development studies or other relevant degree or equivalent experience.  At least 6 years of progressively professional and practical experience in the field within the international development.  At least 4 years of experience of Monitoring and Evaluation  Experience in facilitation and training in data collection methods.  Experience working with numerous partners will be considered an added advantage.  Demonstrated high level of conceptual and analytical thinking skills  Ability to maintain expected performance in diverse contexts, potentially challenging environments and physical hardship conditions with limited resources.  Excellent interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences.  Excellent skills in written and spoken English and the capacity to communicate often complex and sensitive issues to a wide audience.  Computer literacy including Microsoft Office software, emails, internet.  Experience with financial reporting will be considered an added advantage.
