Description of Job: 
The Business Development Services Officer will assist the Monrovia Enterprise Development team in Monrovia and implement MDF activities under Component 2 of the FED project: • Component 1: Increase agricultural productivity and profitability and improve human nutrition; • Component 2: Stimulate private enterprise growth and investment; and • Component 3: Build local technical and managerial human resources to sustain and expand accomplishments achieved under objectives one and two. Tasks: • In collaboration with FED implementing partners, plan and implement mobile business development forums in all of FED’s counties. Forums should include training on record keeping, business registration, access to finance, and agri-business investment for FED’s beneficiaries. At least 50 agri-businesses should receive business development support by September 30, 2014; • Train, mentor, and guide FED beneficiaries and vendors to register their businesses or cooperatives; • Assist with the design, monitoring, reporting, and closeout of MDF activities and budgets in DAI database (TAMIS) for approval by Component 2 Lead and Chief of Party; • Create, execute, and monitor Memorandum of Understandings (MOUs) with beneficiaries of Component 2 MDF activities; • Where necessary and in consultation with Monrovia Enterprise Development team and county teams, mentor and coach stakeholders in enterprise development activities (financial record keeping, accessing loans, use of VSLA funds, investment decisions, marketing and buyer linkages.); • Report weekly, monthly, and quarterly on status of all assigned Component 2 activities and indicators; • Coordinate all activities with staff at county level; • Collaborate with Component 1 and 3 county team members on cross-cutting activities where necessary. • Any other duties assigned by direct supervisor and/or Chief of Party.
Required Qualifications: • At least five years prior professional work experience in business, economics, and /or enterprise development or related field; • Experience working in agri-business and/or business formalization preferred; • Experience working on USAID projects, grants and funds management or equivalent a plus • Good Excel and Word skills; • Good written and oral communications skills, including experience in reporting and contributing to monitoring and evaluation of donor-funded programs; • Demonstrated knowledge of USAID rules and regulations for procurement and compliance preferred; • Minimum of a Bachelor’s degree in a relevant field. Location: Based in Monrovia with frequent travel to Margibi, Bong, Nimba, Lofa, and Grand Bassa counties, as required. Reporting: The Sr. Enterprise Development Officer will report directly to the Enterprise Development Specialist. The Liberia Food and Enterprise Development (FED) program us is a five-year, USAID funded project, that focuses on spurring development through a focus on increasing agricultural productivity, profitability and improving human nutrition; stimulating private enterprise growth and investment; and building technical and managerial human resources capacity. An implementation tool under FED is the Market Development Fund (MDF). This commercially driven fund will support value chain participants, including farmers, transporters, processors, packagers, marketers and all associated industries and individuals, small and large, in both the private and the public sector, to grow their businesses, increase employment opportunities, by overcoming critical constraints to generating increased incomes and by taking full advantage of existing and emerging market opportunities. The MDF is designed to be a flexible and responsive tool that adapts to the particular circumstances to help FED achieve its objectives.
